(As per Shri I A Dave - Deputy Secretory - General Administration Department (GAD) Government of Gujarat's Press briefing on 13 OCT 2020, All International Passengers arriving at Ahmedabad will be allowed to go to home for home quarantine of 14 Days, if found asymptomatic on arrival, even if they do not carry COVID 19 Test Report. Official Circular is awaited)
Below Information is written as per Government of India - Ministry of Health.
You are now allowed to quarantine yourself at your home if you come with Covid 19 RT-PCR Negative Report
Quarantine for 14 Days is Compulsory in India. You have Two Options 1) Come with Negative RT PCR test report and be in quarantine at your home for 14 Days OR 2) Be under Quarantine for 7 days at Govt Specified Hotel/Govt Approved Religious-Social Organization's place and then further 7 Days at your Home.
"Arogya Setu" Application in your mobile phone is Compulsory, when you start travel.

Filling Self Reporting Online Form (This is Compulsory Requirement)
After you made a Confirm Flight Ticket to come to India, please fill Self Reporting form on this website 5 to 7 Days before departure. Do not fill too early say 15 days or 1 month before, as flight numbers may be changed by Airline. This form can be filled at anytime before going to airport, But Ideally fill more than 72 hours before start of travel from Abroad. This form will require a copy of your passport to upload, keep JPG or PDF copy of First Page of Passport Ready. Other Details are Airline PNR number, Flight No, Seat No, Indian Address of Final Destination, Indian Contact Mobile Number, Email etc. If Family is travelling together add them in one form. Once you fill all details and press submit, a reference number will be shown, please note down this number. PDF file of form filled by you will also be sent to your Email ID given in form. Please print a Hard Copy and carry when you come to India. Also have Softcopy in your Mobile. When you see PDF and find that you have made a mistake in the form, please contact us, we can help you correct OR write an email to Air Suvidha.
Who is eligible for Home Quarantine?
>Main Category: Those who come with a Covid 19 RT-PCR Negative Test Report. These passengers can take onward separate domestic flight or other public transport like Railway or Public Bus to reach home.
>Other categories who can go to home without such reports are, Pregnant Women, Those coming due to death of immediate family member (Grandfather/Grandmother/Father/Mother/Brother/Sister/Husband/Wife/Son/Daughter), Passengers with serious medical condition, Parents when coming with a child below 10 years. These Other category passengers must take connecting International Flight Only. If you are coming to Ahmedabad AMD via Delhi, please take AI 1102 from DELHI to AMD. You cannot travel on a separate domestic flight like, other Air India Domestic Flights, or SpiceJet, Indigo, Vistara etc. You cannot also take railway or a public transport bus. You must travel by a separate individual private vehicle like taxi till home. We have seen many passengers hide this detail and travel by domestic flight, but this is against the rule. Govt May take legal action. Therefore please come with a Negative RT PCR test report even if you fall in this category, if you have no international connection to Ahmedabad (Or Your City)
When to take Covid Test and When to upload Test Report (Fill Exemption Form for Negative RT PCR)
The Sample must not be given to Laboratory before 96 hours of International flight departure local time. If you have a flight Departing JFK 12:30PM 26 Sept 2020 directly coming to India, Please give sample after 12:30 PM JFK time 22 Sept 2020. 96 hours limit is maximum, if you laboratory assures you to give report on same day or next day, please give sample late, this will ensure to cover any delay in flight departure from Origin. We strongly recommend that you give sample within 48 hours to 60 hours timeframe before your flight departure. Health authorities are not concerned with flight delays or disruptions. Also Departure time is considered flight departure time of International Flight from your country. Example: If you have United Airways Domestic Flight form Bakersfield BFL California USA to San Francisco SFO, at 6:30 AM 03OCT to drop you at SFO at 07:40 AM and onward United Airways International Flight from SFO to Delhi DEL departing at 7:45 PM 03OCT, then you must give sample after 7:45 PM 29SEP SFO Local Time. The test report must have time and date sample was collected.
Uploading Negative Test Report or filling Exemption form is not compulsory. Most important thing is that you must come with Original test report clearly mentioning date and time of sample collection. It is not compulsory but also bring all evidence related to test, like receipt of payment, receipt of appointment booked etc. If question is raised about the authenticity of report you can defend by presenting additional evidences.
Negative report should be uploaded 72 hours before flight departure, but this is not practical in reality. This requirement (Filling Exemption Form based on Negative Covid 19 Report), is not mandatory. You may come with Original stamped and signed negative RT PCR test report and can show to health counter when you arrive at Indian Airport. However you should fill exemption form, as soon as you are ready with test report, if time permits to you. Filling Exemption form is easy, when you enter reference number of your Self Reporting form, most data fills up automatically. This form will again require to upload copy of your passport (And passports of all family members you clubbed in Self reporting form earlier). Option is available to upload passport's JPG/PDF individually for all members of family. But Website allows to upload only one common file for Covid Test report for all members. Please merge (Combine) all test reports of family with main applicant and make one single PDF file. File size must not exceed 1MB. If you have a PDF file of test report directly received from laboratory by Email, size will be less than when you manually scan your report. Give your email ID at the time of booking a test or giving sample and request laboratory to send you soft copy PDF of test report also by email. You may use PDF online websites like www.ilovepdf.com to combine (merge) test reports of all family members to make a single PDF file.
Good News. Delhi Airport has now a Covid 19 Laboratory, to test you for Covid 19 on arrival. (Mumbai is also to start soon)
Ideally please come with a Report as explained above. But if that is not possible somehow, please buy a ticket with a layover of 10 to 12 hours at Delhi between your International flight arrival time and onward domestic flight. This facility is available only to those coming to India at Delhi and taking onward Domestic Flight. Please refer link for further information and pre-book, presently they charge INR5000 with lounge facility. There is no such Facility at Ahmedabad yet. If you have AI 1102 (International Connecting Flight of Air India only for International Passengers) you will come straight to AMD and will not be able to get home quarantine, if you have not taken Covid 19 Negative report before starting travel. Buy ticket accordingly if you are coming without Test Report.
What if I need to go back to my home country before 14 days?
Those who are under quarantine can travel back before quarantine period of 14 days is over on the basis of a fresh Negative RT-PCR test report taken in India within 96 hours of flight time.
Those having high temperature because of other reasons.
Body Temperature is measured at all airports all over the world, and if it is above prescribed limit you will not be allowed boarding. If you have temperature due to other reasons, say other non-covid fever, please take a medical certificate to such reason. You will be allowed to travel. You may be cross checked or seen by health authorities at airport.
